Description

Ticket #1134 is about handling incoming mail. Seeing as a lot of that incoming mail is going to be spam, we need to be prepared to deal with false or misleading headers.

One header which might be falsified is the "From" header. So that means we might consider adding a UI for changing ticket ownership for when stuff gets inappropriately assigned to particular users.

Of course, it might also be appropriate to just destroy that kind of spam ticket. But will leave this ticket in here in any case while I think more about the issue.

    Will want a dynamic AJAX finder for specifying other users (type partial user name and see pop-up menu with possible completions).
