Feature request #2155: Optionally assume root of Git/Mercurial (etc) repo as desired path argument to `:CommandT` command

Description

Saw this mentioned in a blog post; seems like a reasonable enough idea (although a large part of me thinks that if you are jumping around directories in your project, you're doing it wrong), but should be optional, of course.
