I think a better idea would be to show half-star ratings only when holding down the option key. You'll notice that some of the menu items change depending on whether the option key is pressed and the same could be done for the items in the rating submenu. That way the feature you're asking for could be added without cluttering the menu item. What do you think of this idea?
If I added items like you suggest it wouldn't be very convenient to increase a track's rating by 3 stars, would it? You'd have to open the menu, select increase rating, release the mouse button, open the menu, select, release, open, select, release...
And to comment about not wanting to set global hot keys... There are a couple of things you can do to minimise interfering with other programs:
1. In the Advanced preferences pane, select "Disable Synergy Advance hot keys when iTunes is not running".
2. In one of the upcoming public preview releases I am going to add special exclusion/inclusion lists so that you can tell Synergy Advance to ignore hot keys when particular apps are frontmost, or conversely to only use hot keys when particular apps are frontmost. Just to clarify my previous comment... The Ratings submenu currently shows the following items:
None 1 star 2 stars 3 stars 4 stars 5 stars
The idea is that whenever the option key is held down these items would change to:
None 0.5 stars 1.5 stars 2.5 stars 3.5 stars 4.5 stars
I've used "number + star(s)" here but in the actual user interface these would not be words but graphical stars.

Changing the menu so that instead of increasing/decreasing the rating with two new menu items (and creating a lot more work to "change by 2.5 stars" -- in place of that if the OPTION key is held down, five (of the existing six) menu items would merely change to (1/2, 1 1/2, 2 1/2, etc.) stars. This would reduce the clutter yet still give the user more resolution on his ratings.
A method for the user to get to the true rating (in terms of 0-100) still might be worthwhile considering. Maybe a dialogue for those who have set an increment other than 20 or 10 might be appropriate? Or maybe a single menu item to "set explicit numeric rating" as one more submenu item to the star ratings submenu.

I think I'd be inclined to add another menu item at the bottom, "Other...", which when selected would pop up a small dialog in which the user could change the underlying numeric rating (0-100) to any numeric value. Something fairly small with a stepper on the left or the ability to type directly into the text field to change the number; pressing return would commit the change.
I think I'll go with "Other..." because it is in keeping with the UI conventions already used by a lot of other apps.

Ditto! I currently use a hacked version of the Quicksilver "increase rating" script. This is the only feature that prevents me from fully switching from the Quicksilver/Growl combination I'm using now.

Ok, for the record, this is now half-done. Should definitely be finished for the next release. I've started by adding it to the Dock menu; next step is to add it to the Global menu as well.

0.5.1b will be going out to the download server soon, so this issue will soon be closed. I've opened a separate ticket to track the feature request for an interface to directly manipulate numeric ratings in the range of 0 to 100, because that's really a separate issue. Please see feature request #573 for that.
